I do understand what you are saying, but I still think it should be done in the same way one applies for Unemployment Insurance. On your application, you would only list how many dependents you have, how many children live with you who are under the age of 18, and whether your net assets, excluding your personal house equity, is more than $100,000 (which would be the only reason anyone would be denied, unless s/he was in prison or some kind of group home). After that, a check would then be issued every week or every two weeks until the crisis is over, with no more form submittal required.
Btw, although I am very much against illegal immigration, I don't think that any child should suffer because of the choices of his or her parents.
That is a better way to run such a program than tax returns. However I still think universality should be paramount. We will have to wait and see what they decide to do however.
Yes I agree in a crisis when lots of people are getting laid off just cut the checks. What if you made 80k but were laid off you don't qualify if you filed a tax return based on your past earnings. Means testing is a terrible way to run a cash giveaway for something like this.
There is the means/ asset testing thing, based on ?
There are tens of millions who are independent contractors who are not eligible for Unemployment.
As many as 2.25 million may be filing for unemployment benefits this month. States will not be able to keep up with demand. No 2 states have the same eligibility criteria. The rejection rate in some cases in normal times is as much as 75%.
There are millions who will continue to be paid, even though they are not working.
There are those who continue to work and be compensated.
There are thousands of micro economies in the US. $X buys more or less, dependent on the local economy.
Then there are the fraudsters.
No one knows how long the infection rate will continue to increase.
Assuming there is agreement to cut checks, it is not reasonable to get caught up with the endless variables.
I just received this reply regarding who will receive the stimulus checks.

Gregory, I live in Texas, SS is my only income. I do not pay taxes. Would I and other elderly disabled people get checks too? I can't find any information on this.

We are in a pandemic every single U.S. citizen should get a rebate check. Even Mitt Romney who normally is critical of such government aid is recommending that.
