There is the means/ asset testing thing, based on ?

There are tens of millions who are independent contractors who are not eligible for Unemployment.

As many as 2.25 million may be filing for unemployment benefits this month. States will not be able to keep up with demand. No 2 states have the same eligibility criteria. The rejection rate in some cases in normal times is as much as 75%.

There are millions who will continue to be paid, even though they are not working.

There are those who continue to work and be compensated.

There are thousands of micro economies in the US. $X buys more or less, dependent on the local economy.

Then there are the fraudsters.

No one knows how long the infection rate will continue to increase.

Assuming there is agreement to cut checks, it is not reasonable to get caught up with the endless variables.

We are in a pandemic every single U.S. citizen should get a rebate check. Even Mitt Romney who normally is critical of such government aid is recommending that.
