How many burglaries have happened in the neighborhood since this incident?
Oh, for Pete's sake.
Suppose you're a serial burglar and have been hitting a particular neighborhood pretty hard. An innocent dude gets offed by a couple of hillbillies, who declare that they've killed the burglar. Do you:
A) Seize this golden opportunity to move your burglary enterprise to another area and get away scot-free?
or
B) Continue to burgle the same neighborhood.
You can call 911, get assurances that LE is on the way, and detain a suspect at gunpoint, or detain a suspect at gunpoint while someone else is calling LE to come make the arrest.
What crime was he committing?
You can citizen arrest someone because you think they are suspicious?

The link is imbedded in this article. Most of the way down, "memo obtained by USA today".
Of note, Prosecutor Barnhill states that although it was his decision not to press charges, he was also later asked by Arbery's family to recuse himself from the process which he has now apparently done.

You would probably benefit from reading through this thread, or reading through articles discussing details.
Your badgering is tiresome, when you can just find out the answers for yourself instead of asking me to repeat information already posted and spoon feed it to you.
Any reasonable person knows that people illegally entering buildings homes or cars generally intend to steal
That's baldly untrue.
I, and many people, have checked out homes under construction. Just to see what the layout was, how many bathrooms, basement or not? People do this ALL the time with homes under construction.
