Why didn't he just say, "This is the Ramble, and your dog needs to be leashed here, always, even if it's before 9 a.m."?

He didn't "have to" say ANYTHING. It is customary, when you take your dog to a public place, for the onus to be on YOU to learn what the laws are in regards to leashing or not leashing. No one else should have to point that out to you.

The man left before the police arrived, and there were plenty of witnesses. Police were not going to put a "warrant for his arrest" for whatever she claimed he did.

There would have to be evidence that he did something violent or was a threat to society, I don't think birdwatching and telling people to leash their dogs qualifies as such.
