Brooks agreed to a search, agreed to a sobriety test and then a breathalyzer test.
Brooks did not resist until the officers attempted to cuff him. Nothing indicates he “ beat the crap out of two officers”.
Officers have a lot of discretion in DUI. They can arrest, issue a citation, allow the driver to walk home, give him a ride home or call a Uber. These officers chose to arrest him which happens about 1.5 million times a year, in the US.
Nothing yet suggests there was a racist motivation. Given Officer’s Rolfe’s specialty was DUI, it’s likely he has made many DUI arrests in his enforcement history.
As I previously mentioned, if Officer Rolfe had a do over, he likely would not have shot Brooks twice in the back and then walked over and kicked him and then stood on him.
The reports I saw indicated they had a 30 minute conversation while doing the watch my finger test. Like many have said, they knew where he lived, they had his car, why play into his escalation at the thought of missing the kids birthday due to being in jail.

Rayshard was being an asshat. You're drunk out of your mind. You were the jackass who got behind the wheel of a car drunk. You were so drunk that after driving to Wendy's, you fell asleep in your car. After blowing 1.8 blood alcohol -- over twice the Georgia legal limit of 0.8 -- the law and every advocacy group against drunk driving out there screams, "Arrest this man immediately!! He is callously disregarding the lives and personal well-being of everyone else!!" So after living the life of a complete scumbag up to this point, what do you do next for an encore? You beat the crap out of two policemen who literally have no choice -- they have to arrest you. You grab one of their weapons, fire it and run away. You turn and try to use it on them again. It's dark, the cops are in a state of disarray but still trying to do their jobs anyways, and they see a weapon pointed at them by the violent a-hole that just resisted arrest and beat the **** out of them.
Seems more like suicide by cop than anything else really. It's almost like Rayshard Brooks wanted to get shot.
We can't have law and order in this country if the color of your skin exempts you from consequences for breaking the law and doing everything imaginable to get yourself shot by the police.

Nor does anything suggest they were unaware of his history. Additionally, the moment it came out that he was on probation he was going to go to jail. There is no discretion when it comes to that.
