Where is the source for your claim that Ralph Lockard voted in October?
I've already found the domain name registrar (1API) not that it's of much relevance here.
Go here: https://checkyourvote.org/deceased-voters/pennsylvania and look at the second name on the list, Ralph Lockard. It states that he was born on 11-03-1923 and died on 11-12-2020 First clue is that he died after the election which was on November 3rd, but just for kicks I thought I would see if he voted or not so I went here: https://www.pavoterservices.pa.gov/p...ttracking.aspx And entered Mr. Lockards DOB and county of Residence and this is the response.

Check for yourself, there are no where near 40,000 names on that site, I would guess there are 70 or 80. I checked a few more and it's just a joke in one he claims that someone is using the identity of a dead 3 year old who died in a different county than where they claim the vote was recorded. An article on "Natural News" says that someone named Robert Barnes and claims his website has over 500 records of dead people voting or irregularities in voting or fraudulent ballots. 500 is not even close to 40,000 but he might get there one day since his website is open for people to add any information they want.

I certainly may be incorrect, but I thought you could only appeal a case if the court actually rendered a verdict. If a case is dismissed due to lack of evidence, there is nothing to appeal. They can ask that the court review the case again, once evidence has been brought forth, thereby allowing the court to issue a verdict. Then if they don't like the verdict, they can go to the next step of appeal.
A party can appeal if a case is dismissed for lack of evidence. But the record is made at the trial court level and no evidence is submitted on appeal. The parties just argue about whether there was enough evidence to proceed to trial.
