What the hell kind of 'vaccine' is this supposed to be?

I'm glad your friend is ok.

With that stated, Covid-19 is starting to overrun hospitals. If hospitals get too overrun where they don't have the staff to take take care of BOTH Covid-19 and non Covid-19 patients, then rationing of care could happen.

What that means is that in that scenario, depending on how bad your friends TBI was, the hospital system could have let him die in order to save other people who had a better chance of living from what ever ailment they were suffering from.

Covid-19 may not have a high fatality rate but unfortunately due to how quick it spreads and how a decent amount of people need serious medical care, many people could indeed die to causes not related to Covid-19, but not in the reasoning you mentioned above .

Good questions. The way I understood, the vaccine requires two shots, and maybe a yearly shot afterwards. There are so many "experts" out there, a person can find an opinion to suit them. Some docs say there's no transmission of the virus after vaccination, and no transmission if one is asymptomatic, and masks won't be needed. People who are scared will wear masks; others will be over it.

If I (or anyone else) decide to go out into public and end up contracting this rarely lethal virus, thats my fault and no one elses. It's called personal accountability, Its a concept that you and sadly a large portion of the population obviously has a hard time comprehending.
