Biden's been talking about this solution for several years.

Stopping the wall has paid for this $4 billion with a lot extra to spare. A lot of these immigrants end up being legal refugees because the are fleeing violence and persecution. So the wall wouldn't stop them anyway, because they meet the legal criteria to enter the US as refugees.
The Trump Admin restored financial aid to Honduras, Guatemala and San Salvador in 2019.

Caravan migrants seek asylum at the US border.

Financial aid to targeted countries in Central America was restored by the Trump Admin, in 2019.

Joe Biden's web site explains the plan. It's paid for already and there is a plan for private enterprise to get involved. The goal is to stop the migration flow of immigrants into the USA.
The federal government’s fiscal year runs from 10/1-9/30.

Through 9/30/2021, the federal government operates on the budget of the prior administration.

Many government agencies provide for aid, including but not limited to Departments, Defense, State, Treasury and Energy.

Investing in. ( paying) Central American countries to mitigate migration is one of the many strategies the Federal Government uses.

Nothing particularily unique about this.

The problem is the leadership in those countries. Giving that leadership more money fixes nothing. A great example of that is Haiti.
I don't question that there is some corruption but the farming programs and others have been somewhat successful. The hurricane this year devastated the country, building a wall and ratcheting up border enforcement comes at a cost. We need to help these countries become self sufficient but a warming planet has had a great impact on farming worldwide.

I've got news for you we have been pumping money into those countries forever now and they only end up in the hands of their own corrupt government leaders, not the people. How many jobs have we outsourced to them already to?
Trump Admin restored financial aid to the Northern Triangle, Honduras, Guatemala and San Salvador in 2019.

Honduras was one of the countries that manufactured clothing for Trump Org. Nearly every retail and commercial product sold under the Trump brand was made anywhere other than the US. This included clothing, leather goods, jewelry, home goods and furnishings. China, Vietnam, Bangladesh and Honduras were the countries favored by the Trump brands.

Letterman exposed the Trump Org hypocrisy in 2012.

https://www.indystar.com/story/news/...view/88041750/

At the time Trump blamed it on currency manipulation by China which does not explain Bangladesh, Vietnam and Honduras.

At the time, Trump and Letterman agreed it would be swell if Trump manufactured in Queens instead of Beijing.
Nonetheless, Trump Org continued to manufacture offshore.

This has been a problem for more than a few years. During those years I am sure that billions have been given. They will travel here until their standard of living is pretty close to that of the US. How many billions would that require?

Trump boasted he would build 1000 miles of wall along the 2000 mile border and Mexico would pay for it.

At 2020 year end, Trump Admin had completed 450 miles of border wall. Of this, 400 miles replaced preexisting barriers that were constructed as the result of the 2006 Border Wall legislation and subsequent funding.

Of the 450 miles, only 50 miles was incremental new wall.

In June, Customs and Border Protection asked contractors for input to make the new wall less penetrable, given people were sawing through it and using ladders and ropes to climb over it.

Biden halted further work, pending review.

How many billions have we spent on a border wall and ICE in the last few decades.
