Resistance of arrest is a dumb excuse. Technically everything is resisting because cops just slap that on anything, and even so, he had him down already. He didn’t need to lean on his neck.

I've been stopped for speeding, didn't mouth off. Been arrested, didn't resist. I bet wherever you are, there's a Twitter for the mugshots and charges. link it, and tell us how many of the first 10 include resisting arrest.
Now, if the argument/point is that they often throw resisting in for minor charges to get the charge count/potential penalty up - that's possible. But it's not what you said.

Then he should have made better decisions. If he had done that long ago he might still be alive and his daughter would know who in the hell he was.
I don't know how in the hell I made it to the age of 57 without getting tossed in jail or prison and have raised 2 daughters who now have their own families.
Maybe it had something to do with self respect and respect for the people around me?
A lot of abusive cops are just that way to about everybody.
If you recall, a lot of the incidents like out in Baltimore involved a lot of minority officers as well. (The cops with Freddie Gray were 3 black and 3 white)
Given the higher incidence of poverty and crime in some US communities, they're naturally just going to have more interactions with abusive cops.
With all that said, you do a gross disservice to the severity of the issue by writing it off as white supremacy which if you just root it out will fix the issue.
Maybe you need to ask yourself why people like Rahm Emanuel got away with covering up police murders and have you still blindly repeating partisan tropes conveniently aimed at the other party.
There is only one appropriate response to the police violating citizens Constitutional rights...and that is the public taking up arms and putting a stop to it.
If you instead file a lawsuit...keep in mind where the courtroom will be...( in a Govt building)
Maybe I’m the only one who doesn’t get it - but how is this bill going to help? If those officers are protected by laws in their states, what will the federal bill change?

Luckily this bill will not make it past the Senate. Either way it shows just how hell bent the Democrats are in destroying law enforcement around the country.
