When people die from opioid overdose, they basically fall asleep and stop breathing, opioid use does NOT cause people to 'freak out', in fact they can barely keep their eyes open and stay awake, opioids are a respiratory depressant.
I think it is important to note the following facts.
(1) You point out that Fentanyl is a respiratory depressant and Floyd claimed he couldn't breathe 6 times before he was pinned and before any cop touched him. Floyd's lungs weighed 2 to 3 times what they should have and Fentanyl overdoses cause pulmonary edema, which is consistent with the foam that came out of Floyd's mouth.
(3) Floyd had a lethal dose of Fentanyl, the science is quite clear on this, as he had 11 ng/mL in his bloodstream. We can't keep denying the science and ignoring this. Floyd had a lethal dose.
(5) Floyd was extremely unhealthy. Hypertension, severe heart disease, one artery 75% blocked, sickle cell, covid-19, and over weight. Fentanyl overdoses mixed with other drugs would be especially bad for him.
(6) According to George Floyd’s toxicology report, his blood contained 11.0 ng/mL Fentanyl, plus 5.6 ng/mL norfentanyl, 19 ng/mL of methamphetamine, and three other drugs.
It looks like you ( the OP ) don't know what is in the bill !!! It looks like you failed to do the basic research to understand the subject !!!

Its really quite disingenuous to suggest that a racial group be targeted and eliminated when in the bill itself that is not permitted !!! There is a entire section in the bill dealing with the issue !!!

It more rightly should be called the "Citizens Justice in Policing Act" !!!

When the SCOTUS, with the various immunities they created, also created a class divide !!!
Its a Gov./Master - Citizen/Slave like relationship that removes constitutional protections from citizens and allows only the Gov./Masters benefit !!!

It makes no sense but it does make people unequal and that is an affront to the idea of liberty, citizen and the constitutions objective and why the Bill of Rights were included in it !!!

Now we just need to abolish the severely antiquated judge made unwritten doctrine of sovereign/governmental immunity. An old English doctrine that should had never made it over the Atlantic yet somehow did after George Washington's death. I can imagine George Washington must be rolling in his grave ever since. He never wanted this King made doctrine in his new land and rejected the crown as well.
Though I doubt these same government politicians and their unelected buracractics would want to get rid of their own immunity.
Qualified immunity is made much worse by sovereign immunity which also keeps the personnel's employers unaccountable when anyone in the clan injures a citizen. Elected or unelected. And sadly several states still stubbornly cling into that. Most notoriously I.e Virginia, Maryland, NC, and Ohio and to some extent Texas.
And one doesn't have even have to be suspected of a crime (i.e George Floyd) to suffer. Apparently it had been used to screw law abiding citizens that were hit by a text and driving police officer as well. While there was no question of fault which was 100% of officer who struck someone legally walking on a walk path, or when officers fails to notice stopped traffic. states/Counties still outrageously hide behind this doctrine to deny insurance claims. This doesn't have to involve police at all, sometimes they do this when a poorly maintained and unsafely operated transit bus, or school bus end up injuring or killing a citizen or crash into a house. I really wish the feds could crack down on states that pull this doctrine in this day and age. They should carry insurance and they should be required compensate even without being asked to should they be in an at fault incident.
I do agree most police issues at least since 1990s seems to happen in Departments ran by heavily Democrat cities in the country yet they seem to cover it up and only recently been vocal about police reform. fyi Democrats were the strong supporters for aggressive get tough, three strikes your out, and broken windows policing not so long ago. It appears they seems to be mostly bark and not much if any bite on this. Lots of hypocrisy between politicians and actual support of police reform.

Depending on the route and the amount.
If a person injects a soluble solution containing 3 milligrams of fentanyl, cardiopulmonary arrest will occur before they can remove the needle. (Not saying this is what happened in Floyd's case but giving a perspective of how fast it reaches the central nervous system)
Your are right that an opioid overdose will produce outward signals as the drug is being absorbed, yet the route used will alter the length of time before they onset and elapsed between them. Initially they will begin lose motor functions, such as locomotion (ability to walk). They will slur their words progressively worse til they can't speak. Their breathing becomes increasingly more shallow producing the discoloration of the lips and unconsciousness. As the body begins reaching this stage, agonal breathing might occur. Once respiratory arrest occurs, depending upon the level of the oxygenated blood the heart will continue to pump until it can not derive the necessary oxygen. The cessation of both breathing and heart beat is cardiopulmonary arrest, which is death.
But this is the thing, the rate it is absorbed by the body, Floyd would have been unconscious before they sat him down after getting out of his vehicle. Forget walking or talking with 11ngL in your system. That amount is more than than the median postmortem levels found in opioid overdoses. Since he was speaking normally only minutes before cardiopulmonary arrest occurred, along with the presence of norfentanyl in his postmortem lab results (4 ngL) then there is no possible way that George Floyd's death was the result of an accidental overdose. That would be like saying that Floyd didn't know he passed a counterfeit bill since the 911 call records the clerk specifically stating that before Floyd had left the store they detected it was a counterfeit. And when Floyd wouldn't stop they ran outside after him.
Here is the thing, just by leaving the establishment doesn't absolve Floyd of using a counterfeit bill, but running after be told to stop proves the beyond a reasonable doubt that they never presumed George was innocent to begin with or else they would have something to prove that George even went into the store. So they don't believe the clerk who said Floyd knew it was counterfeit before he left the store but they believe the clerk when he said Floyd came into the store and made a purchase. Well, I had video footage showing that George never exited his vehicle from the time he parked on E38th until pulled out of his vehicle by Police. But it isn't like there isn't footage, but why won't they let you see it. Might be because FACTS DON"T MATTER
This sounds like good advice for those who believe everything they hear close your mouth and let you eyes listen.
