The dog has an issue, but he can't deal with it. The owner, President Biden, has an issue....he can deal with it and should.
I was referring to the second bite. The dog bit a NPS employee and there was no tail pulling.

Trump does not like dogs, and I don't think he had one prior to becoming POTUS. Not everyone likes dogs. I don't like dogs. It doesn't make us bad people. But being an irresponsible pet owner, that is not the dogs fault.

I agree. I still am not sure how this happened, as the dog was on a leash. But clearly, the Biden's know the dog has a history of being aggressive and they need to make sure the dog is not near other people.
