We will fool ourselves and think we have learned. But as a country we have a short memory. And next time will come up and we will say this time its different.
Trump joins Barack Obama, Bill Clinton, Ronald Reagan, Jimmy Carter, Gerald Ford, Richard Nixon, John F. Kennedy and Dwight D. Eisenhower in not having officially brought the United States into a new war since 1945.
Unlike his predecessors, President Trump didn't start new foreign wars.
He was terrified of losing them, that’s why.
On this one point, Trump knew his limitations. Plus he knew that any new war would ruin his chances to be re-elected. He wasn’t about to take that risk.
Of course, Trump wanted to hit Iran REAL BAD, but someone with good sense obviously whispered in his ear and told him that was a losing proposition.

Obama killed tens of thousands of people with hundreds of drone strikes in multiple countries. His foreign policy was incredibly bad, especially in the Middle East.
Eisenhower was the first president to send troops to Vietnam. JFK escalated it, then LBJ really escalated it. Nixon ended it. Ironically, as Saigon was about to fall, Ford wanted congress to approve us going back in there to save them.
I could go on and on as there have been so many “unofficial” acts of war by all those Presidents.
So “officially” not starting a war means very little.
If you look at the US bases in both Iraq and Afghanistan, it starts to become clear what the U.S.'s real objective was (and still is) in the region.
Most of those bases were either built or shared in the last 25 years. The map artist photoshopped a picture of Barack Obama onto it, though he had little to do with it - most bases were in place supporting U.S. operations under George W. Bush. And Bush and his military advisers knew who the real enemy was.
Moving out of Baghram was relatively small potatoes - Bagram was one of the most distant U.S. bases from Iran, in the entire region.

President Trump was in the process of bringing troops home from Afghanistan when the election was stolen from him. He complained at CPAC that Beijing Buyden left millions of dollars of equipment behind for our enemies. Trump wanted to bring that stuff back. He is a businessman and hates waste, unlike politicians who have a bottomless pit sucking up taxpayer money.

My point was Trump was not the first president not to start a foreign war. And Trump supported by proxy what the Saudi's were doing in Yemen if you want to split hairs. Congress wanted to stop funding it and Trump wanted to keep funding it. 130,000 died in Yemen, 25% children. If you want to split hairs every president has some blood on their hands. If you ask for my gun and I give it to you or sell it to you and I know you are going to kill someone with it do I bare some responsibility for the outcome? That is Yemen.
