They aren't restricted. What is restricted is the distribution to voters prior to voting while waiting in line to voteby a candidate, Party members or campaigners.
If someone not affiliated to a candidate/campaign does it there's no issue.
That's been the law about what's called electioneering for decades.

Are you really not able to understand how fewer ballot boxes, longer waits and inability to get food & water will effect citizens in a city of 1 million vs those in a town of 50k ?
I have no problem with ID requirements, but these other rules are unjustifiable and make no sense other than making it harder for larger city citizens to vote
