No, they just made an obvious statement. Look up the definition of terrorism. The political aims part of it is what makes it terrorism as opposed to say a nutjob going on a shooting spree because they are a nut job. COVID restrictions is one of those political things people are passionate about as opposed to say jaywalking. It's highly unlikely that anyone is going to go Jihad on jaywalking laws. Nobody cares that much about them. BLM stuff, COVID maybe.

There was the Superman guy, not the exact username can't remember it, who was making a half dozen raving posts a day claiming he was part of a sleeper cell that was going to be activated to overthrow the government.
