I don't see the issue... He's referring to Satchel Paige as a great pitcher who pitched in the "negro leagues". That is indeed what the league was called before being merged with MLB.
From what I read, Brandon used the term more than once, not just to address the league itself.

I’ve watched it ten times. Biden’s racist inner self just can’t keep quiet. All head to do was read offa the teleprompter, he couldn’t do it. So he spoke his truth. He’s always been a racist.
