It has nothing to do with police presence.

This is organized crime....80 people showed up at that Nordstrom Rack looting...80 people in several vehicles.

One squad car in the area would NOT have stopped that mob robbery.

So instead of singling, dancing or causing trouble, these "flash mobs" are looting and pillaging !!!

Organized retail theft

The low level thieves are given lists of what to steal from CVS and Walgreens. The thieves get a flat fee.

Loss prevention and police departments are more interested in those calling the shots than an easily replaceable street thief. Major warehouse have been busted in Texas and California with $ millions in stolen merchandise that eventually is sold online ( eBay, Amazon, FB market place etc) by third parties who don’t ask questions.

Hitting jewelry stores and high end retailers is similar but occurs in groups. They are told what to steal, hand bags, shoes and jewelry- just in time for holiday shopping. The risks are greater and so is the going rate.

Malls are private property with private security.

If things get dicey, someone will pull a fire alarm and the thieves will rush the exits to evacuate with everyone else.

As I understand it, some malls ban minors.
