In athletics, people born male/assigned male at birth have countless physical advantages over those born female/assigned female at birth. Hormone therapy does not change the post pubescent skeletal, cardiovascular and musculature advantages the Y chromosome confers at birth. Mutilation and cosmetic/prosthesis of the genitals doesn't either. No matter how a transgender "feels" it does not negate basic biological fact.
And there is a precedent for cheating women in sports. The Soviet-era Russian satellite nations who would crush the world in women's sports, until the IOC and other international bodies started drug testing, and then we find out these eastern European/Russian women were two testosterone/steroid shots away from turning into not just males, but males horses. The joke in the 70s and 80s of Russian "women" with beards and hairy arms/legs was one of those memes of "well yeah, they cheat, and?"
That's all this is. Someone who cannot compete against their own in a fair and honest manner uses some sort of trickery to gain unfair advantage. In this case, it's dudes who cannot compete against other dudes claiming to be ladies so they can go steal trophies from actual ladies. And crazily enough, all the rules for women not using testosterone/steroid supplements are still there, so women can't cheat against each other, but men using hormones to dial down their innate testosterone are allowed to be called women? It's freaking insanity.
So the simplest, fairest way to preserve the integrity of both male and female athletics is "born as/gender assigned at birth" and then test for any sort of chemical advantage. Done. The only person this neutral, logical rule "hurts" are men pretending to be ladies to steal trophies. Ever notice how you don't see trans-women fighting to compete as men? If you wonder why, well it's because they would have an inherent DISadvantage relative to people born male/assigned male at birth. That's why there are no lady-men trying to make it in male sports.
But the other way around...oh yeah, mad crazy advantage to be born male, claim female, reap rewards and sail off into the sunset. And like most "look at our society progressing" events, it somehow ends up hurting women.
Take the example of Billy Jean King vs Bobby Riggs. She barely beat the old codger. That's how big a difference it is between sexes and that was tennis. Not swimming, not running, not weight lifting. It is getting embarrassing.
Just legalize all drugs. I wanna see EXACTLY what the limits are for a human body if we remove these sorts of limitations. Imagine the Ursain Bolt but with adrenaline first. I bet we could get a human up to 25 mph.

There wouldn't be a single woman racing in his race because they would be min 2 seconds behind. Did you see the mixed races in the olympics? Every guy was multiple seconds, if not even more, faster. In the one race the man was 5 seconds faster than the fastest woman. Think how far you can run at top speed in 5 seconds. It's around 50 meters for these athletes.
There wouldn't be a single woman racing in his race because they would be min 2 seconds behind. Did you see the mixed races in the olympics? Every guy was multiple seconds, if not even more, faster.
