His speech is very passionate. He is right to be upset that the organization that is charged with upholding laws and decency has among its members the criminals who invaded Ukraine and whose troops raped women and tortured and kidnapped children.
You could just watch combat footage online for yourself and see what's going on. For one thing, you'll quickly see that Russia has a chronic problem with drunkenness amongst it's tankers. They are literally running over their own troops out there. If it isn't drinking or drugs, it's complete lack of training. The modern Russian army looks like a clown show circus act.
At first, I questioned whether Russia was trying to feign weakness, in order to draw the USA or perhaps some European nations into attacking it. But it really does seem that the Russian army, it's logistics and military infrastructure is that weak, incompetent and poorly managed.
We should send the Ukrainians fleets of semis loaded with Smirnoff Blue Label and place them strategically on the front lines. No kidding, its cheaper than Weaponry.

One wonders how many of Russia's military issues stem from their experience in Syria against a much less sophisticated foe. Armies often plan to fight based on their experience in the previous war.

They did in WWI and WWII. They did continuously prior to WWI. Ask Poland.
Keep putting history out of perspective. Germany invaded Poland from the West 16 days BEFORE Soviets invaded Poland from the East to stop Germany taking the whole Poland and have a buffer zone. Then Germany violated the peace agreement and took the entire Poland in 1941 and invaded Russia and the whole Soviet Union. Ruskies didn't take it back until 3 years later at the price of blood. FDR and the U.S. gave those territories to the Soviets won at the price of blood at Yalta.
The West has invaded Russia 5 times in 400 years and twice in the last 100 years. Why should Russia trust the West?

UK, French, and German officials are reportedly preparing a NATO-Ukraine pact that falls far short of the protections Ukraine would receive from NATO membership and appears to reflect a desire to press Ukraine to accept a negotiated settlement on unfavorable terms. The Wall Street Journal reported that the exact provisions of the pact are undecided, but the officials indicated that the pact will provide advanced military equipment, arms, and ammunition to Ukraine, but not Article V protection or a commitment to station NATO forces in Ukraine—falling short of Ukraine’s aspirations for full NATO membership. The officials stated that the pact aims to provision Ukraine so that Ukrainian forces can conduct a counteroffensive that brings Russia to the negotiating table and deter any future Russian aggression. The Wall Street Journal noted that these officials expressed reservations about the West’s ability to sustain a prolonged war effort, the high casualty count that Ukraine would sustain in such a prolonged war, and Ukrainian forces’ ability to completely recapture long-occupied territories like Crimea, however. The Wall Street Journal contrasted these officials’ private reservations with US President Joe Biden’s public statements of support—which did not mention peace negotiations—and with Central and Eastern European leaders’ concerns that premature peace negotiations would encourage further Russian aggression. Russian President Vladimir Putin has given no indication that he is willing to compromise on his stated maximalist goals, which include Ukraine’s “neutrality” and demilitarization—as well as de facto regime change in Kyiv, as ISW has consistently reported.
