This whole conversation is comical. Trump's people ran the census and made particular effort to suppress minority counts and literally went to court over some of the measures. The irony is that a couple of states with the largest number of impacted minorities are red states like Texas, Florida or Arizona (not sure this one is still red but...) New York was also about one large apartment building worth of residents from having an additional seat.
When people do not want to respond to mail questionnaires, email requests and finally someone knocking on their door from the Census. Thats what you get. Miscounts.
In my very red county, I was doing Census work. I came across people who thought that:
The Census was illegal.
It was run by the Military.
The Gov't wanted to go after them.
The CIA was after them.
They did not remember that 10 years prior the Census was taken.
Did not know that with our (NC) population growth we would get another Rep in Congress.
Did not know that the Census is in Art.1 of the Constitution.
All sorts of stuff pushed by RW media.

Huh? WTH are you talking about? Only thing I remember is that he wanted the census to include who were citizens and who were not. How was that impactiing minorities in a negative way?
The number of seats in the United States House of Representatives is determined by total population of the state as determined by the 10 year census.
As an example ... North Carolina has a population of 10.39 million. NC gained a seat in the House due to population increase from 12 to 13 seats. That is about 800,000 people per seat. The population would have to increase or decrease by 800,000 to change the number of seats OR the census would have to be off by that many people which is not likely.
This means the state of NC is divided into 13 districts. Voting districts are determined by the state. In NC, there has been extensive gerrymandering by Republicans.

Nationally, extreme partisan bias in congressional maps gave Republicans a net 16 to 17 seat advantage for most of the last decade. Michigan, North Carolina, and Pennsylvania alone — the three states with the worst gerrymanders in the last redistricting cycle — accounted for 7 to 10 extra Republican seats in the House.
Note that gerrymandering is not a function of census. It is a function of state legislatures drawing district lines. They may get additional or fewer district(s) dependent on census population count but any bias towards party is the soul responsibility of the state.
As shown by the NC example, census counts would have be off by 100s of thousands to affect the number of seats state politicians can steal or manipulate.
This is not to say Democrats are not guilty of gerrymandering as well but in the past decades, Republicans have turned it into a full fledged science.

Is it because Republicans don't fill out the census or a concerted effort to cheat by the ruling class who's goal is to disarm us? Maybe the article is BS? One of three options.
If New York was over counted by 1 million, then they should have lost an additional congressional seat. Each seat represents between 750-800 thousand people.
