This whole idea of "shoe tossing" is extremely subjective, with wide regional variations in acceptance. Among the beachcombers of Florida, for example, the 'sandal toss' is regarded as merely a prank. Down in the bayou country of Louisiana, "Jelez le botte en caouthouc"(aka, the 'wading boot toss') is regarded as a cherished Cajun tradition....no insult is normally taken.
But out in ranching country...Oklahoma, Texas, etc, boot tossing CAN be prosecuted as an "assault". The boots used THERE can do some real damage.
Any shoe-tosser who is found to have a 'backup pair' on hand for his getaway, can rightly be considered guilty of premeditated tossing. "Impulse tossers", on the other hand (like Bush's assailant) are usually apprehended in their stocking feet, and no premeditation is assumed.

I would have loaned him my size 13e DoubleH steel toe riding boots if he would have asked...If he's got the arm to throw one of those 10 pound babies that fast and that far I doubt the SS could have taken him down by themselves.
At Bush's inaguration, eggs were thrown at his limo. It's a good thing SS agents advised him to ride the limo, rather than to walk to it. he really would literally had, "egg on his face". I would imagine sentiment toward or about him has grown, "worser?".

Well, Bush always said that Iraq had "weapons of mass destruction" and I'm sure he'll be touting those shoes as final proof that they've been found.
