They don't know how many cars got sold to qualify..backlog of paperwork !!!

Read the OP's article. They don't know how many cars got sold under the program. They may have sold too many but there is too much in the backlog that is not yet processed.

Yes. The article stated that they don't know if they have already exceeded the $1Billion earmarked for this or not. If not it should continue. But if they did, it's over right? No harm no foul?

I understand but some are acting like this will hurt people when it will not hurt anyone at all.

They do not have the extra money to be tossing it around like this.

Sure I do, my Dad still has his 1977 Chevy pickup truck and its still in near mint condition with only 45k miles on it.
