The list goes on and on...

The government agency in charge of airport security spent nearly a half-million dollars on an awards ceremony at a lavish hotel, including $81,000 for plaques and $500 for cheese displays, according to an internal report obtained by The Associated Press.

Awards were presented to 543 Transportation Security Administration employees and 30 organizations, including a "lifetime achievement award" for one worker with the 2-year-old agency. Almost $200,000 was spent on travel and lodging for attendees.

Security screeners at two of the nation's busiest airports failed to find fake bombs hidden on undercover agents posing as passengers in more than 60% of tests last year, according to a classified report obtained by USA TODAY.

Screeners at Los Angeles International Airport missed about 75% of simulated explosives and bomb parts that Transportation Security Administration testers hid under their clothes or in carry-on bags at checkpoints, the TSA report shows.

Looks like we went from screeners who allow box cutter knives on planes to screeners who fail to discover concealed BOMBS!

Sorry, not ready to concede the "does a much better job" thing right now.

The other two points I will be unable to answer due to the fact that we have nothing in the private sector to which to compare them.

1. The counseling would be done by the health care professional of the person's choice, providing that health care profession provides that service. That would most likely be the person's doctor or some other professional in the doctor's office like a nurse or nurse-practioner.
2. It isn't a requirement, it is a willingness on the part of the program to pay for a consultation appointment to the health care professional providing the counseling.
3. Treatment isn't dependent on getting the counseling.
