I think it's good provided it's for certain degrees and for people who actually graduated college OR who can give a good case as to why they didn't finish (financial problems, death in the family, serious illness, etc.).

He didn't rescue the economy. Real unemployment is ~17-20%!!!

Freeze spending is a trick! He increased spending levels by 20% and wants to maintain them.
