#6 as well. But there is no way New Jersey is #21. New Jersey is by far the most corrupt state. I guess the perpetrators in Urban New Jersey "hide" the corruption better then the others.

Just specify what you mean by private sector: I assume you mean the giant corporations that call the shots, not family owned business run by true entrpreneuers.

Nope, not at all, the corruption is very blatant, but guess what its NOT JUST the urban area's.
