The "best" place depends a lot on you. If you need a place for your horses, then telling you that a penthouse in the Pearl District is the best wouldn't be much help. It sounds like you don't have a job lined up yet, so the usual advice to live near your job doesn't apply. Since you don't have a job yet, you should bring enough money to live on for a year while you look for work. There's always carpentry work around, you just have to find it. See if these links are any help:

Pacific Northwest Carpenters Institute (PNCI) - Oregon/Southwest Washington Construction
Northwest Regional Council of Carpenters
CJA - Local 2154 - Carpenters
Regional Council

If you are a skilled cabinet maker or can do something along those lines, I bet you could find work. My landlord used to replace the old kitchen cabinets in our building which was built around the 20's with beautiful hand made new ones. Unfortunately, the cabinet maker who worked for him retired and he could not find someone to replace him.

I think this type of skill is getting to be a thing of the past so you may want to look into it by maybe contacting carpenter's unions or whomever would know about these things. Maybe consider opening up your own shop or contacting furniture makers.
