No. It is rude to make comments on personal appearance but as a petite physique is considered a positive trait in a woman, as far as appearance alone goes, it would not be condescending.

There is also another way to look at it. I doubt it is the case in the OP but I've had a woman at work comment on me being too thin (it was a long time ago and I don't have the problem now). She mentioned to me I should put on some weight because if I got sick my body would have nothing to fight with. I didn't think much of it at the time but a few years later I found out she died from cancer.

I'd find it rude and out of line. It's never appropriate to comment on another person's body size, especially in the workplace. Also, the intent of the comment is ambiguous. What's the point of the comment?
