I slowed down on Penny that morning as it goes by Oak Grove and Penny Elementry. Sure enough came face to face with an unmarked SUV as he was cruzing between the two schools.
Apparently Cary does this at the end of every month. They pick one day to send out a bunch of cops and write as many tickets as possible. I know, I got caught up in this racket 4 years ago. I was written a BS ticket for something I did not do. Two of the lawyers I spoke to said "Ah, you got caught in the old Cary end of the month trap".
Only 11 out of the 39 citations for that day were Speeding In School Zone, that doesn't seem like that many. There were 21 out the 39 for just "regular" speeding. Maybe people shouldn't speed!
The speeding is ridiculous on the neighboring streets to where I live in Cary. People routinely going 35 on slow neighborhood streets with 25 limits, and going 50+ on the 35 through street. That 35 zone become a 25 school zone at times and I see people blow through at 45. I wish the cops were out there every single day.

You are not alone, I see this in N Raleigh as well. No deterrent as speed laws are not enforced here. If I could write tickets and collect fines in Raleigh I would be a very rich person. I have conceded that Raleigh is not in the traffic enforcement business but I do wish they would at least monitor school zones and school buses.
We used to live on a street with a 25mph speed limit and people would regularly drive 50+. It was a death trap. And police officers lived on our street and still couldn't get the city to do anything about it.
Lots of hidden cops in North Raleigh this week near school zones.

This is because our beautiful wide streets encourage speeding.
"Lanes greater than 11 feet should not be used as they may cause unintended speeding and assume valuable right of way at the expense of other modes."
"The relationships between lane widths and vehicle speed is complicated by many factors, including time of day, the amount of traffic present, and even the age of the driver. Narrower streets help promote slower driving speeds which, in turn, reduce the severity of crashes. Narrower streets have other benefits as well, including reduced crossing distances, shorter signal cycles, less stormwater, and less construction material to build."
We live off a relatively short, cut-through street. People FLY over the hill that is right before our neighborhood. It's a blind intersection and I wish TOC would add a sign. We're going to get t-boned one day.
