I'm very sorry for this little girl's death. That's unbearable for her family & friends, let alone at her age & on a holiday, no less.
Perhaps dedicating the parade to her might better serve the community. Pictures of her posted throughout the parade route or a few banners carried would be two ways to honor her memory.
Every year someone blows off their fingers, hand or loses an eye by setting off fireworks. Each year, there seems to be at least 1 death, as well. We don't cancel next year's 4th of July festivities cuz that's not the solution. Common sense safety with no drinking or drugs when using fireworks is a large part of the solution, but accidents can still occasionally happen.
I hope they reconsider. And, how long should the parade be cancelled? Indefinitely? 2-yrs? 5-yrs? Seems to be a Grinch-like thing to do... not very well thought out.
This whole thing is breathtakingly stupid, total amateur hour. This wouldn't even be the first parade since the incident. They claim this is in respect of Hailey but they didn't even talk to her family about it. They mention the possibility this bill will get passed, so go ahead and follow these new rules. I think some previous posts may be right that the lawyers are running the asylum, but we can't delegate decisions like this to them, nor should we prioritize denying justice to Hailey's family.
I'm glad they've reversed course, but we still have work to do because this vehicle-less plan is also stupid. Whether they want to admit it or not, a few simple precautions could have prevented this mess.

That in and of itself is disrespectful, when they know that this decision was ultimately for other reasons than respect for the victim.
For some reason, "leaders" in this city and other major southern cities seem to have problems making the right decisions when they're on a big stage or when it comes to matters of real importance.

On matters like this, the city council leans heavily on the advice of the city attorney so it's likely they were advised not to allow the parade to go on this year by the city attorney

Lawyers are consultants, not deciders. Everything worth doing has legal ramifications. It would seem to me denying the permit is quite an admission of guilt.
Ok, now you've approved a parade without motorized vehicles, now what. No antique fire trucks. No Shriner' in little cars. Santa on a bicycle. The Grand Marshall (if has one has been named) gets to walk the parade route instead of wave from the back of an open convertible.
Doesn't the parade have a name sponsor of a car dealership? Have them provide work trucks that can haul a float full of dancers (or Santa or the Grand Marshall) with CDL drivers.

If you're a lay person elected to city council, you're going to lean towards the conservative side and go with the advice that's presented before you by city staff. Obviously they saw the backlash and backpeddled on that. Won't fault them for doing so.
