When our house had contract the bank would not approve loan for buyer until addition was approved with permit,very costly path,approved plans and inspect from civil engineer.

Where I live (Lake County IL) you have to have lived in the home for 3 Januaries before you can appeal taxes, which you then need 3 comps sold in the January of the year you are appealing in. That's how you end up with $150k homes that have $12k tax bills.

Nope, it's based on the valuation you pay someone to do and the 3 comps you find to support it.
