If you lived here where I live, you would be allowed only one day per week of watering the plants. They usually start in the summer, with those restrictions, but they started early this year cause it hasn't rained in a while.
They system I will install is a low later usage system and places the water right at the root zone of the plant. Also use all sort of much to conserve water.

Here, most of our water comes from artesian springs, into a 2500 gallon storage tank, then gravity flow down the mountain in pvc pipe.
I went to a running event in Center City Philly this morning (I didn't do any running though!), got more petitions signed than I normally do, and got to dress up in a cow costume and run up the art museum steps like Rocky Balboa. It was awesome!
