Beyond a doubt. All day, everyday. Its why when I approach and get rejected from a pretty good looking chick I don’t take too much offense. I mean, they have to reject people otherwise they wouldn’t even be able to get jobs done or do errands. It might take some persistence to break that shell, but its possible.
On the other end of the spectrum, sometimes guys are too afraid to approach certain women, so the ones who do are usually rewarded for their brazen act.

This is gonna sound mean and a bit irrelavent, but Im noticing that there are cases of mean and ugly girls being taken, leaving nice girls alone.
I know that they get a lot of attention in public places but for the most part it's just having guys checking them out as opposed to trying to start up a conversation or flirt. I see it all the time, in fact I do it all the time but not in an obnoxious way.

A man’s initial approach is on how attractive a girl is. How nice or not nice they are probably isn’t a factor initially. From my point of view, I talk to anywhere from 2-3 women at a time, so the ones who are most responsive to my advances usually get somewhere. Passive and being aloof is a quick way to drop off my radar.
Average looking girls get approached a lot. Really hot girls not as much... And the guys that do "hit on them" are typically A-Hole wanna be playboys....
In my early 20's I dated a girl that was a 25 on a scale of 1-10. No clue how I landed her but whatever.. Her friends were also stupid hot and it was fun watching average guys shy away from them while the douche bag guys came up and tried every cheap line you could thing of. All the douche bags got shot down so the girls would always end up sitting there alone hoping someone normal would walk up and actually be kind to them. I actually talked to a guy once and he asked me if I knew them and said he was afraid to say something to her. I introduced him to them and he ended up dating this girl for years.
