Why do men like to stare at women, but not approach? (restaurant, dress)

I also noticed men smiling at other men when they see hot women. Is it almost like they look at each other like oh my god she's so hot. Do men really do that. This what i see at their place of work.
I'm always noticed men staring, but never approach is it because I look away and act aloof? I also noticed married men looking, but why do they want me look at them and smile and they think they still have it going on. One time this guy was looking at me and I looked up at him and then he turned away quickly like he was embarrassed because he was looking. Do some men don't like getting caught staring?
Here's my question:
It's not Victorian England. It's the 21st Century for crying out loud. If you want to be approached, why not approach him?
I usually wait for him to approach and if I am really interested I'll make eye contact, smile.. You know, letting him know I am approachable. If he doesn't then maybe I'll bust a move.
I'll tell you about my smoothest approach ever...
I was at the mall and there was this really cute guy sitting on a planter. We made eye contact.. I smiled at him and he smiled back. Then nothing. We kept kind of flirting back and forth with our eyes, but he didn't come over
So... Heck with it! I'll go over. So I go strutting in his direction and when I am like 4 feet away my high heel goes out from under me and I stumbled forward. I landed on him and we both ended up in the planter with me on top and his face planted between my boobs. I just kinda looked at him and said hi. Come to find out he was waiting for his girlfriend who was in a store. I banged my knee, tore my nylons and embarrassed the hell out of myself. But.. I did meet him if only for a couple of seconds
Pretty sure I gave the people behind me a show too.
