What I normally do is to ask if she was comfortable if I would kiss her. If she says yes, I don't kiss her right then and there. What I do is wait a little bit, either later on in the day or the next time I see her. I don't want to make her feel uncomfortable by laying one on her. I am adequate on reading body language but I want to make sure it was ok with her. Some women like it, some don't. If a woman doesn't like it and gets turned off by it, then so be it.
I guess it all depends on the situation and where you plan to kiss.
If it a first date, kissing on the cheek, then no.
If it went really really well on the first date, light peck on the lips should be ok, until she hint for more.
But personally I find it weird to ask for permission verbally!
