Does it matter if you're not the next Barbara Streisand?
Loads of people enjoy things like bar-league softball, does it matter if they're not going to be MLB scouted? Some people like to cook. Is it only okay for them to do so if they're in contention for James Beard awards? There's nothing saying that your hobbies and interests and things that make you happy are only valid if you are amazing at them.

True, but most of those things wouldn't annoy other people. But if you're constantly singing in front of people and you have a terrible voice it can get pretty annoying, just saying lol.
I love to sing, and I know I have a terrible voice, so I sing in the car a lot, or in the shower. I won't subject other's to it though lol.
OP, does she know she can't sing and sings anyway? Or does she think she has a great voice? I mean either way you really shouldn't say anything, if it makes her happy it's just something you'll have to deal with, others deal with much worse.
If she wants to make a career out of it, and she's serious about it, sooner or later she's going to have to produce a recording of her voice, which she will then hear, which might be enough to make her realize it's not an option for her, or she'll have to sing in front of someone with the clout to disavow her of the notion that she has any talent.
Then again, look at some of the biggest pop stars these days. Lacking talent doesn't appear to be an impediment.

I had a friend who would sing when she had anything to drink. She was AWFUL. As far as I know nobody ever said anything to her.
There is a lady at church, OMGosh. She belts it out at the top of her lungs. She is happy making a "joyful noise unto he Lord". No one would dare say anything to hurt her feelings. We just grin and bear it.
I know I cant sing so I don't except when I want to annoy my gkids.
