I guess I know some people who have never dated or been in a relationship but they have been touched or kissed a few times. My sister has never been kissed, hugged or been in any type of sexual action every, according to her.
I would think someone who is in their mid 40s and has never had a date, been kissed or touched in any type of sexual/romantic way would be too ill at ease to do it with a stranger.

They need someone they can trust before anything else. A bad first experience can be devastating.

Definitely. Theoretically, I would be happy to serve as "teacher" to any woman - whom I find attractive - who didn't have any/a lot of experience. But, considering that I'm only into casual relationships, I seriously doubt any woman who's never had any kind of sex would be comfortable doing that.
This reminds me of an extremely underrated Canadian movie called "Last Night" (1998) which takes place over a couple of days right before the world is going to end (something to do with the sun, IIRC). The film focuses on a group of people who are dealing with the upcoming apocalypse. One of them is a guy who puts out a sex ad so he can sleep with as many women as possible before the end. And, one of the women he ends up sleeping with is someone who's never had sex - who wants to do it at least once before she dies.
However, the obvious implication here is that if the world weren't going to end, the woman almost certainly wouldn't have been comfortable enough to sleep with a stranger.
