The question is not who did what but why it wasn't stopped? The 'free-will' argument fails miserable because it doesn't take into account the 'free-will' of the victims. If I am walking through the park and come across someone just about to rape your daughter and, although I am in a position to prevent it happening, I prefer instead to let the rapist have his free-will to rape your daughter, would you look on me as a valuable member of society...or would you be screaming abuse at me for not saving your daughter from an horrendous assault? I suspect that the latter would be true and yet, you defend your god when he does that very thing every minute of the day.
If one is in a position to prevent a heinous act being carried out and fails to do so, then they are as accountable as the one that carries out the act.
