Is it possible that certain apartment communities offer discounts for police officers? Government workers?

They probably don't offer anything for "spy kids".

Police officers, maybe. General government workers, unlikely.

There are a few that offer a discount for a police officer, but that would be for one unit, not the entire building.

I suspect that the landlord thinks he will get some security out of the deal.

Government workers, probably not.

Not sure why an officer would get a discount on rent. Most police officers are people, some good, some bad. Worst renter I ever had was local PD. He and his family destroyed my home and it cost me many thousands to put it back in to rental condition.
PM never checked the home because he was a cop and could be trusted??? I sued the PM, won a settlement and fired them.

alot of people would jump at the chance to let a cop rent from them....especially if they bring their patrol car home at night.

Many departments strictly forbid officers from accepting any sort of discounts from businesses in the community -- are you sure your department would allow discounted rent?

they can work around the "discount". they'll just rent to them cheaper which is what every landlord can do. i've seen people rent identical units and one is paying far less for no apparent reason
