You are asking for a fine if you refuse trained service dogs and psychiatric service dogs from being brought in by your tenant. Federal law >any state law and landlord even single resident home. You can legally regulate type dog say cats only and no dogs but even then trained services dogs and psychiatric service dogs can't be banned.

They can under some rules BUT WHY would Any one turn down a Guide Animal for a Blind person Or Any Assit animal?? Learn to ask the RIGHT Questions
When it's obviously fake, or doesn't fit the property. Many of these properties would also not be ADA compliant from a construction perspective and therefore unsuitable anyway.
Something like 70% of the assistance animals out there don't have a lick of professional training, are one of 2 or 3 "service" animals in the same house, or are just outright fakes.
If I'm renting out my basement apartment, I don't want someone keeping a pet there, and I'm well within my rights to deny based on that fact alone.
