I all just depends on where. I lived on the south side for a few years off Elmwood in a great old house and loved it. She should look around a lot and see where she likes the best.
My girlfriends daughter, her boyfriend, and their infant are thinking of looking at a place in So.Providence because it's cheap. I say,"bad idea".

I work in South Providence at RI Hospital. Fortunately I only have to drive thru it off the ramp from I-95. Even if it were free to live there, I wouldn't subject my young family to this neighborhood. It is infested with drugs, prostitution, alcoholism, crime, and rats. It is easily the most dangerous part of the entire state, followed closely behind by Olneyville in Providence then Central Falls. The police are completely outnumbered here by the criminals and crime is rampant.
I worked at 90 Plain St. (right next to R.I. Hospital) for years.

One elderly lady had been calling the police about drug dealers in front of her house. Cop finally comes, but is annoyed and tells her: "What do you expect lady, you live in a f'in ghetto"!
Another young mother comes in saying that shots were being fired in front of her house and a bullet went through the front window and hit her T.V. set.
She immediately called the police and 45 minutes later they responded. The officer shrugged his shoulders and said someone would be by to collect the bullet.
Many, many families have lost someone to violence. Most crime is never reported.

Cops usually take a few minutes to shots fired so I think you're making it up.
South Providence is a large area. I live in the historic Elmwood neighborhood (just off Elmwood Ave, close to Roger Williams Park), where prices are low and I don't feel unsafe. I have lived there for 3 years with my children. It has its pluses and minuses but so do the other areas. It varies more block to block than Cranston does, so you have to check out the neighborhood more carefully. And it is urban. Cranston and Warwick are much more suburban in feel. East Side is very nice and extremely expensive. Just my own experience!
It depends on where in South Providence. I know a bunch of people in the Broad Street area. It's not as bad as people say it is. It mostly has a bad reputation. I live in the Chalkstone Ave area (on the nicer north side of Chalkstone) which has its problems. It's an area your daughter might consider. Lower costs because of the poor reputation, but not as bad as South Providence.
In any city, pretty much all areas are gonna have their problems, some more than others. South Providence is not the best part of Providence, but it's definitely not the worst (though it may have been at one point). A lot of young professionals have been moving there and fixing it up.
All you people with your other suggestions may not be taking into considering special needs of people and their income. Whoever suggested the East Side of Providence is just nuts. If someone is considering South Prov, they probably can't afford the East Side. East Providence and Pawtucket have their decent areas, but also have some rough areas as well. West Warwick is pretty far from the city if someone wants to live in or near the city.
