yes property taxex are paid yearly........the property taxes on a well maintained turn of the century home in a safe neighborhood of Rochester (such as Park Ave, Ellwanger-Berry etc.) that costs about $125k...will be about 3k a year. In the suburbs of Rochester, a $125k house would have taxes closer to the 4 or 5k range (but the schools would be much better and you would probably have a much larger yard). On a national level, that's pretty high for property taxes...but you do get more services and the schools (at least in the suburbs) are much better. As a previous poster mentioned, the smaller more rural towns in and around the Rochester and Buffalo regions WILL have decent houses in essentially no-crime areas for well under $100k (many in the 35-60k range)...the schools will be decent, the life very peacefull and quiet. You most likely won't be able to find employment in those towns, but if they are close enough to one of the bigger cities, a commute wouldn't be out of question.

In Buffalo it depends what you are assessed for, not what your PP was. Assuming that you are assessed at $125K your tax is approximately $3K/year minus a credit of $416 for STAR. My house in North Buffalo was worth a bit over $100K and assessed at $80K. NYS does have a welcome neighbor law which basically prohibits raising your assessment the year after you purchase a home unless everyone in your community is being reassessed.

One thing to remember about property taxes; they are fully tax deductable on state and federal returns as long as you are not in a very high income bracket. After that, sliding scale does apply.

PS: there is a lot of family farms in groveland NY right next to geneseo hope this helps. Shane PS about winter it can it depressing but summers are outstanding!!
