It use to be 55% hispanic, 35% anglo, 10% other.

Not really, some of the Hispanics have been here since before Texas Independence from Mexico and fought on the Texas side of that conflict.

Many of the 3rd, 4th, or 5th generation Hispanics can not speak Spanish.

Exactly!, I dont know why true spanish speaking people get offended but when I used to work at Coke, one of my co-workers got punched because he couldnt speak spanish.
