i have a neighbor who has soooo many cars stored at his house, its an eye sore. all you see is blue tarps everywhere,front yard, side yard, back yard. and he is running a repair shop out of his house, is their anything i can do about this?
its in san diego, bonita area.

The best thing is to first check to see how your area is zoned and what, if any regulations there are regarding running a business especially something such as a car repair shop out of a home. Then, if he's in violation of any local, state, or even possibly federal laws or regulations, report him to all appropriate authorities.

If it's a residential area most likely he is breaking the law and you can contact code enforcement. Not only is it an eye soar but there are other factors to consider including being a potential safety hazard and environmental concerns if he is doing repair work and possible oil leaking, etc. Not to mention a hazard for potential fires.

It sounds like you don't have a good relationship with him so probably best to just give code enforcement a car. I think in this circumstance no one would want this kind of thing happening with a neighbor.

There's a 72-hour rule for parking vehicles/trailers on San Diego city streets. In other words, a car cannot be parked for more than 72 hrs without being moved. Since I live near Mission Bay, my problem is boat trailers. My neighbors love to park their boats on the streets and leave them their till they are ready to use them again. Needless to day, I've become good friends (anonomously) with the city's Parking Mgt Division. The city responds quickly and will remove any vehicle or trailer that has not been moved after about 5 days.

However, private property is a different story. Unless there is a safety issue, the city doesn't care how many vehicles are parked on a person's property. If you have an HOA, I'd talk with them. If no HOA, read up on your neighborhoods CC&R's. There's usually a few lines in there about vehicles.

Bonita is not in the City of San Diego. It's a city but basically is unincorporated - I don't think they have any code compliance officers or even a city council.

You should start with the Bonita code and work to the county from there. San Diego County has a lousy history with code enforcement in general, good luck.

It must really stink around there too. I have never heard of people collecting and storing carp. Doesn't he keep them on ice? Where does he get them? Is he a fisherman?

Are the police there contracted out to the County or Chula Vista/ National City police? Might be best to find that out and see what official channels might be able to expedite your issue more effectively.

Bonita is unincorporated thus local laws might be a grey area. Might have to look at County statutes and law for anything like that, but I am doubtful they have anything regarding your issue.

This is an easy one. Just make an anonymous call to the local fire dept, and say that someone is storing and dumping hazardous chemicals on the property. They'll come, trust me.
