Personal experience living and growing up in Oakland... third generation.

I covered a paper route... less than 1 in 10 families was "White" even less Asian and no Hispanics... the route had university professors, surgeons, tribune reporters, KTVU news anchor Denis Richmond... Baseball Legend Joe Morgan... the first African American California Medical Association President, Dr. Clarence Avery and the list continues. All by the way of African Descent.

The problem is first hand knowledge of people going about their daily lives in Oakland is often dismissed or discounted... the Oakland Chief of Police and the SF Chief of Police also lived in the area...

Personal accounts" have a high degree of bias, and credibility issues. No real scholar would use them in describing the demographics of an entire city.

That's nice, reading that gives me that feel good feeling similar to what I feel after seeing a baby smile.

That being said, unless you can say that you know for a fact that there is a high percentage of wealthy Afro-Americans in Oakland, backed up by actual statistics, you have no way of saying those people make up a sizable middle to upper class.
