Extending Truman Parkway into South Carolina is possible. You would be looking at one long spanning bridge crossing the Savannah River, being raised above the eastern end across Hutchinson Island and crossing Little Black River into South Carolina to terminate at US-17.

US-17's bridge over the Savannah River into South Carolina is in the plans for replacement. The new high set four lane bridge would require improving the entry/exit ramps onto Hutchinson Island.

These projects will not come cheap. As South Carolina widens Speedway Boulevard, you can see the new US-17 bridge happening soon.

Truman Parkway is a downtown/midtown bypass to relieve congestion; it was conceived that way. Any extension north of President St. is a pipe dream (almost as bad as the one I had in middle school: a giant statue of James Oglethorpe, much like Birmingham's Vulcan, open for tourists and with views of downtown and the waterfront for those who climbed its many stairs. The cost of a second huge state-of-the-art Savannah River bridge with clearance for oceangoing vessels (like Talmadge Memorial) is prohibitive. "Won't come cheap"? -- no, won't come ever. America has no money for bridge infrastructure, or for Oglethorpe statues apparently.

Don't worry; it won't happen. Ever.

I believe nothing will ever change/improve on DeRenne unless some sort of major event were to occur that forces one of the groups (combatants, if you will) to concede for the greater good. Like a wayward missile from HAAF takes out four or five blocks of the road, or a sinkhole opens up underneath the Bull/White Bluff/DeRenne intersection all the way to Abercorn. Too many people have dug in their heels and politicians are too spineless to tell one group or another that their needs are not as important as the other's.

They're not so much back-pedaling, as just spinning their wheels.
