I don't know about MN, but the SW USA has millions of acres of land available. Lots of desert land for cheap. But this question might be better suited for a Real Estate only forum.....
You will not be competing against big land buyers if you stick to smaller number of acres.
Some states give property tax discounts to veterans, spouses of deceased veterans and other types of people.
They don't advertise this so it takes research.
In Florida they stop increases of property tax at age 65 if you are full-time and make the application.
Some states have BIG property tax such as Texas but I'm not sure if they also give discounts.
If you start driving around and visiting an area and stop into every realty office you see you'll get a better idea if they have what you want. It takes work and determination. Have your money in money-market so when you find it you can make a cash offer immediately. Real estate agents love fast money/little work so be honest about your top price so they don't bother you with stuff you cannot afford. They are used to "buyers are liars" so you'll need to keep repeating what your top $$ is and block them if they do not hear you.
The reason we are in a house we love is we had money to make an immediate offer and settle right after inspections.

And yes, there are utility hookups available; plus property taxes are lower than MN...much lower.
There are no restrictions either, for less than 100K one can have the Amish build a really nice log park model home...delivered!.

When I was attending college [1983-1987] I worked for the Forestiere family, in those tunnels. Repairing cave-ins and mortaring local hardpan stone to rebuild walls and ceilings. It was interesting work, they are an interesting family.

At the time [2005] realtors here insisted that no undeveloped land was available in this state. I exhausted myself dealing with the realtors, but when I finally hooked onto the FSBO market then I was able to locate what is really being offered here. As a word of caution though a portion of this cheap land is peat bog. I grew up on a farm in a severe drought-prone area, I much prefer to farm in a region that is not drought-prone.

Not if the dwelling is on wheels is the information I was told. The property tax is next to nothing.
You can't have it both ways. Either it's a trailer, licensed as a trailer, paying annual registration (and excise taxes in some jurisdictions) or it's a house, paying property taxes.
I don't suppose you've bothered to consider how clean drinking water and sewage disposal are magically going to present themselves on your el-cheapo land with your travel trailer.
