They can only legally work from dawn till dusk. If the shortest day in 2011 will be 622 minutes, and the longest day will be 835 minutes, the median daytime length (sunrise to sunset) for 2011 will be 728 minutes.

728 minutes divided by 4 (4 minutes is how often the panhandlers get a chance to make money) is 182 opportunities to make money per day. If they get $15 each opportunity, they will make $2730 each day, $19,110 in a 7 day work week, or $993,720 a year.

Not sure what math you used, but obviously I was exaggerating. In reality, the panhandlers can make upwards of $25K a year. Either way, $15 isn't that much, even to a panhandler

If it isn't specified in the lease I don't know how he can make you. I'd suggest you try to negotiate either the payment or the terms.

The funny thing about Florida lawns is that they require water. The sad thing is Florida doesn't have enough. Legally you cannot water daily. You will be fined eventually.

Here's your restriction if it's PC.

I'm not a lawyer but I think this boils down to the lease. If it's murky you can get guidelines for watering from the University of FL. It will say something like 1.2 to 3/4 inch per week for a healthy lawn. Personally that is a stretch as it's just too hot.

If the yard is ruff you will just grow weeds anyway. But following the UF guidelines may somewhat protect you if the landlord blames you. If there are no sprinklers I'd write him (or her) a letter outlining the guidelines and restrictions and ask how they would suggest you proceed.

My bet is down the road we won't be seeing grass unless it's drought tolerant.

Don't forget about the grubs/chinch bugs/webworms and fungus!

Happy growing
