Here is quotes from the article....

Quote:

The Tampa-Hillsborough Economic Development Corp. on Thursday said the company (NYSE: JNJ) will create 500 jobs over the next three years and invest $23.5 million in the facility.
Of the 500 jobs that will be created.

Quote:
The total state and local allocation of $6,370,000 will provide the company with support for up to 490 of the new, high-wage positions. The incentives are performance-based, meaning funds are only paid after the jobs are created at the wages promised," the spokeswoman said.
I have nothing against providing incentives to stimulate local economy but most doesn't seem to realize/pay attention of the corporate welfare that is done routinely Just so you know.

Par for the course everywhere. If we did not do it, another place would. That is the battle that is always fought. Just a good thing that this time, the benefits have to be provided BEFORE the bribe is paid.

The following I'm certain is inaccurate but just to get a general idea of what might be at play here...

"...will create 500 jobs over the next three years and invest $23.5million in the facility....The jobs will pay an average annual salary of $75,000."

So 500 jobs within 3 years but just to quickly illustrate the money involved, the following assumes all 500 positions filled in year one...

$75,000
x 500
$37,500,000 annual local salaries
+$23,500,000 invested into facility
$61,000,000 invested within the community

$6,370,000/$61,000,000=10.44%
'
following years: a gain of $37,500,000 in annual local salaries

Other company expenses will include whatever might be the cost of relocating a headquarters operation. I have no idea how involved that might be. But just as a for instance...

How Much Does a Corporate Relocation Cost?
How much does it cost to relocate a homeowner? – On average it costs $90,081 to move an existing employee who is a homeowner.

How much does it cost to relocate a new hire homeowner? – On average it costs $69,020 to move a new hire employee who is a homeowner

How much does it cost to relocate a renter? – On average it costs $23,497 to move an existing employee who is a renter.

How much does it cost to relocate a new hire renter? – On average it costs $20,168 to move a new hire employee who is a renter.
So assume the company is here for 10 years at least...

$23,500,000 + 10($37,500,000) = about $400,000,000
plus whatever other supporting companies to service J&J (the business) & its employees (as residents)
plus whatever other companies might be encouraged by J&J move to also relocate
state/county risk/investment towards that: $6,370,000

So by that perspective, is that money bribe or showing good faith to show the county is willing to work with the company.

Think of it as...

...a housewarming gift idea

This is exactly right - SOP for the world we live in. What you hope for is that the initial "bet" (re: incentives) keeps the company there for the long-term.

As a resident of a state that fails big time in its approach to business recruitment, I applaud what the city of Tampa is doing to attract high-wage, high-talent jobs.

Too much of this country is muddled in service-economy "job creation", so it's nice to see some higher caliber opportunities being created.

Investors show interest in Tampa port’s Channel District plan | TBO.com and The Tampa Tribune

TAMPA — Investors and developers, including some of the world’s wealthiest, want a role in creating Port Tampa Bay’s Channel District vision, a port consultant said Tuesday.

The splashy renderings showing a new marina, apartment buildings, restaurants and a park along Channelside Drive got just the kind of reception port officials had hoped for when they unveiled the plan in August, said Luis Ajamil, the consultant heading up the project for the port.

On Tuesday, the Tampa Port Authority Board approved a $1.3 million contract extension for the Ajamil’s Miami planning firm helping to move the colorful sketches from Power Point to point of sale.

“Now we can formally engage the investor and development community,” said Ajamil. He declined to give any specific names of businesses inquiring about the master plan, but said it is an impressive lineup.

“So far, all we have is a lot of pretty pictures. Now the real grunt work has to start to make it a reality, ” he told the board.

This phase of the master plan, which will take about a year, will include more public input, working with the City of Tampa on zoning changes and setting development guidelines.

All along the way, said Ajamil, with Miami-based Bermillo Ajamil & Partners, he will come back to the board with tweaked versions of the plan.

The plan for 45 acres of land between the Florida Aquarium and the port’s historic banana docks would be one of the largest waterfront undertakings in the nation.
