No, he was new. They've done that before, where they opened a season with a totally new side story.
It appears, and I'm reading between the lines, that's a Russian family that emigrated to the US. They clearly hated their homeland. I'm guessing P&E have been assigned to watch them, get to know them, make sure there is nothing nefarious going on.
I still think Elizabeth Jennings is a hard core Russian spy and wants to eventually live in Russia but her husband Philip would prefer to stay in the USA and fall into oblivion.
