Don't even remotely consider public schools if your kids don't speak spanish. If I was you, I would find a house in Dorado and enroll my kids in TASIS (a private school in Dorado, google it). The commute from Dorado to Manati is always against traffic on Hwy 22 and it would take your husband probably 15-20 minutes.
There are many other excellent private schools in the San Juan Metro area but your husband is NOT going to be happy commuting to Manati from San Juan.
spanish is the language of instruction in public schools and most private (there are a few english only private schools, for example Robbinson located in Condado, but those are very expensive and only the rich can afford, similar to British private schools in south america were only the wealthy can attend). English is taught as a foreign language, one class. That's it.
