Getting to Annapolis from Silver Spring... (New Carrollton: to rent, taxi cab, cost)

A friend of mine is in town for the week and he wanted to check out Annapolis since he's never been. First thing I told him was to rent a car, but he doesn't drive. Commuter bus is out the window because they come every 2 hours I think. Anyway, the second option was Barwood Cab. It's a taxi cab service in Montgomery County. It's doable. It's $4 for pickup and 2 per mile...the problem is its 35 miles. So he's going to spending at least $80. That's too much.

My final idea was this: take the metro to New Carrollton, and then cab it from there to Annapolis. I believe it's about 20 minutes away. It probably won't be as expensive (can't be more than $30), but is there any cab service at New Carrollton? I know at the end of the line Metro stops, there are usually cabs parked, but I don't want send him on a wild goose chase and have him come all the way back to Silver Spring.

Been racking my brain trying to think of other ways to get him there via public transit and the last one seems to make the most sense.

I think there is cab service at New Carrollton, since there is an amtrak station there. He could always call a cab once he gets to the metro if there isn't one sitting there. If I were him, I would arrange a pickup back to the metro ahead of time.

Hey what did your friend ever do in this situation? I am kind of stuck in that boat. A friend and I are in Arlington for business and were supposed to be flying overseas. We wanted to go out in Annapolis Friday night but neither of us can rent a car. We are trying to figure out what it would cost/what is the best way to get there. I was thinking taking the metro to new carrollton then taking a cab but I have no idea the relation of that station to annapolis. Would it be more cost effective to get a cab from Arlington or we could get a town car for a flat rate? I would really really appreciate the help!
