^ pretty much..

you can kind of tell who is from va, md or dc. they don't sound
totally alike. md is more northern, va is a little more southern
and dc is a little of everything yet still distinctive.

I agree with Richmond sounding like D.C. with a mild southern twang, but i never really met anyone who agreed with me on that so i just didnt mention it, especially in S.E. D.C. IMO.

hampton roads blacks and richmond blacks dont sound that different. truth be told beside the military and some slang like newport news blacks using fatheads for air force ones and richmond blacks using flavs there is no real difference. also older hampton roads blacks especially on the peninsula sound southern as hell. young blacks have been more mixed with military and non virginia weighing down on it. but for the most parts even young blacks from hampton roads and richmond sound southern and that might actually increase with southern popularity in hip hop.

It's strange that I grew up in Prince George's County, but I would not be able to identify this as D.C. speech. I'm not black though, so maybe that explains it. It just sounds like ebonics or AA urban speech to me (whatever it's called nowadays). Most AAs that I know speak standard American English.

I think the African American pop. in Baltimore, D.C. and Norfolk areas share some similarities like saying Murlin=Maryland, Errbody=Everybody, but Baltimore has an infusesd accent with Philly,D.C. is infussed with Maryland and Tidewater and Norfolk is infussed with D.C and Tidewater. Wanda Sykes is from Portsmouth Va but moved to D.C. she sounds like she could be from either city though.
